Fudan University had begun the construction of human resource informationization since 2003. According to the needs of their respective business and characteristics, the human resource departments developed the application systems using the different operating environments or programming languages, but these heterogeneous systems were relatively independent and simple. In recent years, as the frequent institutional reforms of the university human resource, the traditional human resource management system of processing single event had been unable to meet the current demand, such as composite procedure, service integration, data sharing and etc. Meanwhile, the update of heterogeneous system was difficult, and the cost of maintenance was high, which eventually lead to idle and waste of resources. On the basis of the original resources, SOA (service-oriented architecture) integrated each application subsystems and realized the seamless connection between subsystems through the integrated platform. It’s also easy to update and maintain because of the loose coupling between services. Therefore, the system based on SOA framework was divided into the integration platform, new application system and the construction of public service platform, which constructed a business and service integration human resource management system, and improved the ability of management and collaborative service.Firstly, the background of the universities human resource management system and the main problems are introduced. Also, the necessity of the human resource management system, being established on SOA, is clarified. Then, the main functions and core procedures of the human resource management system are also discussed and analyzed, such as enrolling and resign and etc. In order to optimize the system, the measures of creating one-stop service center and message notification service are raised. According to the analysis of the overall planning of the system, the integration platform, one-stop service center and the business of reminding by message are designed in detail. Based on the business of new staff joining management, a further discussion on the design of the integration platform, key components and business integration functions is given. Finally, the advantages and disadvantages of human resource management system based on SOA framework are summarized.
