Under the background of the world being into the information age, the radio has become one of the driving forces to promote the informatization of human. As a kind of limited and very precious national strategic resource, the importance of radio spectrum has been increasingly prominent, and its use has been more than a little extensive. In terms of people’ s livelihood, the things such as mobile Internet, Internet of things, the wisdom city, car networking, mobile payment, wireless charging devices and smart wearable devices are coming into our lives. In terms of national security, satellite navigation, aviation and missile cannot be separated from the radio spectrum resources. However, different from the natural resources such as solar, wind, and tide, radio spectrum resources are not inexhaustible. Therefore, scientific planning and use of spectrum resources is very significant. Signal coverage of radio transmitting station is a crucial part of network planning of radio spectrum system. In order to perfect the spectrum database, the paper aims to study signal coverage of radio transmitting station and show the signal coverage on GIS platform, which can help management administer the occupied radio spectrum resources quickly and intuitively.The research of radio service propagation model is a key factor of the thesis. In addition, the accuracy of selecting propagation model is directly related to calculation precision of radio transmitting stations coverage. In the process of the transmission of radio, radio waves often go through geographical areas with different characteristics. Therefore, it must take into consideration of the distinctive landform, such as simple curve shape, or complex mountainous terrain. At the same time, the trees, high-rise buildings and other obstructions are also the principle influenced factors which cannot be ignored. This article based on the C.Y.Lee Propagation Model, determined the correction factors by experimental accepting field intensity and got the propagation model in line with the geographical environment in Lanzhou. Applying C.Y.Lee Propagation Model which regulated by experiment and combining with radio parameters such as antenna gain, the paper will try to calculate the coverage of radio transmitting stations.In the analysis of the regional simulated coverage, if we try to reach the requirement of seamless coverage, we will certainly need to increase the number of transmitting stations, while excessive number of transmitting stations will inevitably cause resource waste to a certain degree. Therefore, how to solve the contradiction between these two parts is the key to algorithm of regional simulated coverage. The paper adopts the Hexagonal Grid Method to solve the contradiction. On the basis of satisfying the seamless coverage, it sets the transmitting stations at least.By the works mentioned above,the article completes the establishment of Spec-mpm radio spectrum network planning platform in Gansu Province based on GIS platform, which can not only show the effect of coverage of obtained transmitting stations and the stations constructed freely, but also make judgments for whether the microwave link can communicate, and analyze the simulated coverage for certain radio service in a given area.
