Local Radio Station Vertical Management Mode Level

Radio and television is an important propaganda vehicle of Party and government, and meanwhile it is also one of the vehicles to enrich the political and cultural life of the masses in our country. Radio and Television transmitting station (RTTS) is an important technical department in the Radio and Television Broadcasting Station (RTBS), and the good management of the RTTS is the substantial guaranty to ensure that the Radio and Television can play a positive role. With the improvement of people living standard, much demand for culture has been increased. However, the development of multidimensional media not only brings "nutrition" to the people's cultural life, but also pose great impact on the development of ideology, offering a variety of "toxins" to people's ideology and culture. Hence, while the mainstream media promote the "new media", "the nutritious supplies" of the traditional media must be ensured, especially in the remote mountain area. With the development of the cable television and satellite television, less and less importance had been attached to the wireless transmitting of television. Broadcasting lies mainly in the wireless transmitting of RTTS, and its social and economic benefits are secured by the wireless transmitting. The " Block Management" in RTTS results in the severe shortage of manpower, resources and material, due to the mis-coordination of superior and local institutions, which pose serious effects on the work of Radio and Television. The proposal of the model of "vertical management" aims to settle this problem.The layout of this paper is in six parts: Chapter one presents the background and significance of the choice of the topic, and gives a brief introduction of literature review of relevant domestic research,, introducing the general framework of the whole thesis.Chapter two elaborates the historical development of management of Chinese Radio and Television Transmitting Station. In sixty years after the founding of PRC, the management model of Chinese Radio and Television has experienced four stages, catering to the needs of the current development of the cause of Radio and Television. Therefore, the management model of BTTS, as an important work of Radio and Television, also experienced such four stages.Chapter three presents the current situation of the management of the local Radio and Television Transmitting Station, and lists the main problems and analyzed its causes.Chapter four is the practice of the "vertical management" of RTTS. The "vertical management" is put forward on the basis of the problems of provincial RTTS. Moreover, the significance and advantages of the "vertical management" of the work of Radio and Television transmitting are elaborated on in this part.Chapter Five aims at structuring the framework of the "vertical management" of local RTTS on the basis of the actual situation of Jiangxi province.The sixth chapter concludes the paper with the prospect of the research.
