Network public opinion began at the end of the Twentieth Century, although it started late, with the development of network technology change, the network public opinion has become an important part of social opinion expression. The speed of transmission, the ability of collection has become an important platform for Chinese people to express public opinion. The development of network has become a powerful weapon for people to express voices. In such mass media in the era of innovation, the transformation of Chinese society is also in gradually, the government public policy makers are facing more and more challenges. The number of internet users is increasing year by year. Net space is not a strange things, the advantage of network expression is becoming one of the best choices of expressing public opinion. With the network public opinion focus on the events, the role and influence of the network public opinion has already cause the attention of the public sector. Although the extend of the depth effect, but the process of the public policy formulation into a change factors. This paper is written under this background, the methods to study on the impact of the network public opinion on public policy-making is decompose three links, "input segment" "transform segment" and "output segment". Then study public network opinion in the three different links with its unique advantages how to impact. At last, the adverse impact should not be ignored, the network of public opinion is base on the network condition, which to some extend limits the opinion of some people in some areas. Government department scientific guide and administration, improve the mass media and the public themselves awareness and improve rational participation laws, to give full play its positive influence to avoid negative impact. That is the last goal.
