In the modern society, one of the most important indexes to estimate the government's management is the degree of citizen's participation, and this degree has been pushed intensively by the world's information technological revolution.Review the period of Internet development, as the new medium it has bring series of effects, both good and bad, which need to be adapted and standardized by the society.Internet rises gradually in our country from 1999, with the special technical characters; Internet has conferred the right of saying to citizens. Internet has created an information-based society, in which people can express opinions freely. Meanwhile, with Internet, more and more citizens begin to focus on the public policy decision, pay more attentions on the government information public, all of these have seriously impacted on the government management. Based on the above, the thesis can be divided into six parts.Part I:As the instruction part, emphasis on introducing the study background, elaborating the related theory both domestic and abroad, introduce the innovation and the thread of the thesis.Part II:Define the core conception of the thesis, "network public opinion" and "public decision", and differentiate the relations of them.Part III:Under the status quo of our country's transformation, dissertate the process of the network public opinion and the public decision, and expect their development direction in the future.Part IV:Introduce the positive effects of network public opinion decision, the network public opinion is propitious to the expression of citizen's claim, as well as providing the source of information for public decision, and the network public opinion also can improves the quality of public decision.Part V:Introduce the negative effects of network public opinion decision. the network public opinion is incapability to guarantee the commonality of public decision, and will lower the efficiency of public decision.
