With the development of the times, Library has became a "people-oriented" service agency, and service is the center of all the work. Public library as a community providing service to the citizen, should pay more attention to their own services, good service is the key to improve their utilization. So make a comprehensive, systematic, objective and accurate evaluation to public libraries’ service quality and service ability, not only can improve public library services, but also a driving force towards a better development.After I read a large number of literature, on the basis of data analysis, select the public library service ability evaluation as the research subject. Analysing service evaluation method and system of foreign public library, studying the present situation of public library service ability evaluation, the purpose is to build a public library services ability evaluation system. provide a prototype for future related research. This paper is divided into the following six chapters:Chapter One: Introduction, introduces the research background, significance, research methods, the present situation of public library service evaluation at home and abroad.Chapter two: The relevant theoretical basis. The definition of public libraries, the connotation of public library services capabilities, and the public library service ability.Chapter three: Analysis the influencing factors for evaluation of service ability of public library, mainly from the service items, service resources, Business Hours, service efficiency and service situation of vulnerable groups analyzed.Chapter four: Building Public Library service capacity evaluation system. First introduced the principles of constructing evaluation index system, evaluation system and evaluation process to determine the weight of the set.Chapter five: Provincial public library service capacity evaluation in china, this chapter is the core of this paper. According to the evaluation system to assess 31 provincial library.Chapter Six: the conclusion, mainly summarizes the present research, the conclusions of this study and the innovations are expounded, and the deficiency of this article.
