A Study About Public Policy Agenda Setting Under Network

The public policy agenda-setting, which is the first step of public policy making, plays an important role in the public policy making process. At present, the new trend of the internet development is from the "quantity" to "quality", and the network media deeply influence China’s polity, economy, society and culture and other aspects. The research of public policy agenda setting under network has important theoretical significance and practical significance, but as a result of the limitation of subject development and the shortage of theory study, a lot of studies on these issues float on the surface. So research depth, breadth and new degrees of public policy agenda setting under network are unsatisfactory.This article will draw on the advanced theory of policy research then carry out a rigorous definition of the concept of public policy agenda. At the same time, this paper analyzes the development of network media and its characteristics, combines the network and some factors of public policy agenda setting. At last, public policy agenda setting mode are reviewed.The process of public policy agenda setting is subdivided. In this paper, the current plight of public policy agenda setting under network is thoroughly analyzed. In the social problems excavation stage, problems have a larger amount, are complex, and many false problems emerge. In the political problems fermentation stage, "The silence spiral", "irrational expression", "the economic man" are the problems. In the agenda setting stage, excessive democracy leads to low efficiency, multivariate game selection cause difficulties, and elites’ will make the final result.In this paper, from the crux of the problem of public policy agenda setting under network perspective, we can find in the open space of network there exits participation of multiple subject、multiple channels of communication and emergence of unexpected events. All of these make information surplus. The existence of the digital divide, including regional development unbalance、the unbalanced development of urban and rural and netizens attributes are different, increases the information gap. Finally because there is no strict guard for some Internet users and interest groups, and even mass media, so information overload phenomenon appears.The aim of this article is to solve problems of public policy agenda setting under network. In this paper, the discussion is from hardware and software dimensions. The four aspects, including narrowing the digital divide、building the network interactive platform、perfecting the "gatekeeper" system, improving the ability of subjects’ actions can improve the network participate level, network expressive channels and purify the internet public opinion environment, also improve the quality of agenda setting.
