Research On The Influence Of Public Agenda To Policy Agenda In The Internet Era

With the popularization and development of the Internet, the public who also become the publisher of information is not just to receive information passively. The consciousness of building agenda by themselves has been strengthened and the influence of the media agenda on the public agenda is weakened gradually. This change has challenged the settings mode of the traditional agenda and the public agenda is no longer in a passive position and its influence on the policy agenda is significantly enhanced. This paper has explored the influence mechanism of the public agenda on the policy agenda on the basis of empirical analysis and case analysis.Firstly, this paper applies the method of quantitative analysis to study the influence of the public agenda on the policy agenda in the real life. By collecting the data of the policy agenda and public agenda in the two sessions in 2015, it analyzes the public agenda which have been into the policy agenda and the order of importance of various issues in the public agenda and the policy agenda. It applies to the analysis of the correlation of the data of the public agenda and the policy agenda and the practical difficulties in the process of the influence of the public agenda on the policy agenda. Secondly, this paper makes research on the reason for the realistic difficulties from the angles of the policy agenda makers, the public agenda setters and the path of the public agenda into the policy agenda. The study found that because of the limitations of policy makers and the public themselves and the different paths of the public agenda into the policy agenda, the influence of the public agenda on the policy agenda has deviated from the expected effect and the realistic difficulties which has been mentioned above have been caused.Therefore, according to the result of inquiry, the public agenda must be the government, the public and the public agenda into the path of the policy agenda if it wants to be into the policy agenda and have an influence on it successfully. On the one hand, the government, as the policy agenda maker, should establish and perfect the system of public opinion polls and have the comprehensive understanding of the public agenda. On the basis of it, it shall improve the construction of response ability which contributes to the public agenda into the policy agenda and strengthening the science and democracy of the policy agenda. On the other hand, the public themselves also need to improve the ability of political participation and realize their ownership status and strengthen the consciousness of political participation. Finally, in the path of the public agenda into the policy agenda, improving the network asked administration mode, guiding the non-institutionalized path, guiding the public to appeal to their interests rationally and orderly and promoting the benign interactive of the public agenda and the policy agenda are necessary.
