The Chinese press and publication media group was founded on May 8, 2011. As a symbol, the transformation of non current politics press into business enterprises has spread in the nationwide. The opinions on deepening the structural reform in the non current politics of the press and publication was introduced in that month and the tasks of the transformation of the institutions into business enterprises were asked to be done explicitly before the end of September,2012. The structural reform in culture industries was opened up dynamically in the nationwide from this time. This activity mainly aimed at institutions. The former systems in the press institutions constrained the development of the press and gave rise to the unreasonable internal resource allocation, the lack of the staff’s enthusiasm in production and management, which run counter to the aim of the development and prosperity in culture industries in our country. In addition, the press was confronted with the loose, confused and small situation because of the segmentation of the press market and the capital dishonesty in many newspapers and periodicals. In this condition, it is specially necessary and urgent to transform non current politics press into business enterprises. The structural reform is the important step for culture industries into market-oriented economy and the forceful measure to achieve powerful cultural country.Under this historical background, this paper is established in the current situation of the transformation of non current politics press into business enterprises in Shan xi Province, uses documentary method to define the concepts about non current politics press and the transformation of institutions into business enterprises, and synthesizes the related knowledge from related disciplines like journalism, economics and so on as theoretical direction. The phased objectives achieved from the transformation of non current politics press into business enterprises in Shan xi Province were summed up by the field research to the following six media enterprises in Shan xi province:science and technology publishing; medicine and health; water conservancy publishing; agricultural engineering; normal university press and Sanjin press media enterprises and statistic analysis marketing tables which were submitted to Shan xi Information Agency in February,2013 from 70 presses which were brought into the scope of the transformation of institutions into business enterprises. These phased objectives include four achievements like:building large media group; the separation of the ownership and the right of management; realizing the integration between management structure and the organization of Party committee and the promotion of industrial structure. At the same time, there are many problems exposed. First of all, the imperfection of the policy in transformation; Second, the management system of the press, there is dense administrative color no matter what is in internal and external press. What is more, it also includes four shortages:the imperfection of the management system to the internal staff of the press; the lack of the capital; bad management in the press and so on. At last, on the basis of analyzing the achievements and problems, this paper proposes five proposals from the government and business level. First, the government should clarify its responsibility, improve the policies rapidly and structure uniform cultural market. Second, the business should arouse its enthusiasm inwardly and express innovation spirit; In inner management of system in the press, it should not only construct modern management system, but also implement these aspects. This paper aims at having a vigilant and suggestive effect on the development of the cultural industries in Shan xi.
