Along with the government information construction carrying out wide, different units develop a large number of information management system according to different business needs, these systems are independent each other and their functions is overlap, especially in the county and other basic organization information technology is weak, in general it is difficult to communicate together. So there are a lot of for the information isolated island to hinder greatly the application of e-government integrity. The application integration and data exchange problems between the upper and lower standardization will become the key of e-government development.SaaS software service mode has such characters as reduced investment, on-demand subscription, easy management software requirement and so on, which have certain development space for the E-government information management of relatively weak foundation. The construction of the e-government system based on SaaS mode and "one-stop" service provided are important development of county-level government electronic information. At present, in the urban and rural social management innovation situation, using computer information technology to construct the e-government system based on SaaS mode is very significance to effectively manage the county administrative.Based on the research base of county e-government and SaaS model the thesis combines with the specific county-level city government platform information. On the basis of network integration and personality practical point, thesis designs the county government information platform system. The thesis firstly analyzes the research background and significance, and research status at home and abroad; secondly, thesis combines with SaaS mode and analyzes a county government system; thirdly according to the software engineering process for a county government system framework and function design, the main module and the database table implementation and testing, and finally summarized and the prospect of research work in the thesis.
