Along with the rapid development of Internet and computer technology, governments have concerned about how to build great efficiency e-government systems. In the mean time, the construction of our country's e-government system has been in the highly developing stage. Large amounts of systems which had been built are the symbol of maturity of the e-governing in our country. But in the early developed systems, there are lots of information isolated island caused by the limits of design and technology. They cannot communicate with each other and provide one-stop service to the people. This brings the integration problems among these systems. We cannot solve those problems by abandoning or rebuilding the old systems easily. Oppositely, we should concern how to design a technical method to integrate legacy systems and new systems. It's the challenge nowadays.Distributed component model, such as CORBA, is still tight coupling structure and is often used in the traditional integration solution. It usually causes poor interoperability, poor extensibility, and high cost of integration. With the appearance and maturity of Web Service technology, a better integration solution can be provided possibly. Web Service makes the change of traditional mode of point to point integration. It uses an incompact service binding form to rapidly develop, publish, discover and dynamic bind the applications. Web Service has many predominant features, including interoperability, encapsulation, loose coupling structure, low cost, normal protocol and high integration.At first, this thesis studies the Web Services architecture and its technology components, analyze the integration modes existed and put forward the e-Government System Integration Architecture (GSIA). The paper describes the model and its characters. And for the model can be implemented in project, the paper researches the key technologies in the model and presents the realization methods. Those key technologies are designing of Web Services, UDDI of Web Services, self-defined data structure and security of Web Services. Then, it uses a real project as example to demonstrate the process of integration of e-government systems. The goal of the project is encapsulating and integrating three isolated systems. Users can access the website and submit requests to and query results from different departments. After the requirement analysis, the system flow and functions are designed. Then, based on GSIA, architecture of the project is designed. And the development of the system is made. It describes the approach of the technical points which are implementation and access of Web Services, publish and discovery of Web Services, proxy module, security of Web Services. Finally, the summary of this thesis is given.
