Research On The Construction Of Digital Archives From Local Governments Based On E-government Idea

Digital Archives of local government at various levels should be the main and core government information resources, the data collecting and distributing centre of E-government and the last home of government information. But there is no thorough and systematic study on the relationship between Digital Archives and E-government both in theory and in practice. Therefore, the study on Digital Archives based on the idea of E-government is beneficial to the thorough research of Digital Archives, smooth development of Digital Archives projects, the construction and research of E-government.This article applies the theories and knowledge from sciences of Administration, Archives, Management and Information Engineering, especially the idea of E-government. It focuses on the path selections to build the Digital Archives which is based on E-government. Taking the case of Xiaoshan Digital Archives, this article analyzes the successful experience and models of Digital Archives both at home and abroad, problems existed at present and their reasons, and then raised 6 path selections.The article first discusses the close relationship between E-government and Digital Archives of local government, points out that Digital Archives is the ideal platform to open government information and to realize the civil right to obtain information and to know information. The service to open the current record is an important way for the archive department to stride forward towards E-government. After filing, E-government resources of administration and E-government resources of business become the electronic archives.The article summarizes the Digital Archives models of Shenzhen, Qingdao, Hangzhou, and Xiaoshan Government , the experience of Electronic Records Management from Anhui, Tianjin and Shanghai Government, the government Digital Archives models of America, England, Australia and Canada, generalizes the successful experience for reference.The article puts stress on the main barriers and their reasons in the current construction of Digital Archives. The main barriers are: the low degree of the openness and sharing of information, the inadequate combination between the Digital Archives and E-government, the comparatively lagging behind of Electronic Record Management, the insufficiency of information exploration. And the reasons are: the absence of law, technical obstacles, weak awareness, irrational system, unified standards, unscientific management and so on. Therefore, this article puts forward six path selections to construct and implement the Digital Archives of our local government, which are based on the idea of E-government and the successful experience at home and abroad: The concept of law to perfect laws and regulations related to Digital Archives; The service concept to establish an integration E-government system; The efficiency concept that the standard specifications of Digital Archives should be worked at first, constructed and shared together; The fair and democratic concept to make the Digital Archives of local government develop coordinately in E-government.; The scientific concept to introduce the modern management theory and tools; The security concept to build a special safeguard system for digital archives.
