Study And Development Of E-Government Platform Based On The Data Center

With the great progress of the information technology and the rapid development of internet, one global information society is growing up. The level of national economy and society on information has become an important sign to measure the country's general strength. As the 'center node' of the information stream, Government affair of information has become a strong force which help the process of information development. With entering into WTO and approaching of 2008 Olympic, Chinese government should convert her function from administration to services.For Chinese government function innovation, E-government becomes one of the most important contents .However, during the process of the E-government construction, 'data island', 'digital gulf and security problems have hampered the governmental process of information over a long period. So the government badly needs the platform software which can resolve these problems and appropriate to china's requirement.The paper gives the profound analysis of the essential conception of the E-government platform, combining theory with practice, which also introduce the electronic certificate to the platform and propose GDC-based integration solution to the E-government, so that it can solve the problems effectively during the construction of E-government. At the same time, the solution integrates data, security management and application, break through the most solutions' weakness which only stress on the software.The E- government platform based on GDC consists of platform server (PS) and platform server manager (PSM). The PS is the kernel, and it runs a number of complex tasks including data integration, information change, interface handling, security management, resource distribution, etc. PS can transform the former incompact services systems into an organic whole by integrating the data of the subsystem. All of the technologies make the joined-office business and intelligent decision possible. PS is an application which runs on Windows OS. After starting-up, OS automatically launches the PS to provide service to the client, subsystem and database. As the controller of the PS, the PSM manage data center's public data, key parameters, authority, starting-up PS and shutting-off PS.At first, we introduce the platform frame in this paper. Then, we describe the key technology, DBMS choice, data base design and key function implementation. At last, we introduce the developing, application and the future of the system.
