Since American scholar Joseph Nye put forward the concept of "soft power" in the late eighty s of the 20 th century, “Soft power" has become a research focus and hot spot of national management modernization and national strategy. With economic and information globalization, in the international background of peace and development, Interdependent relationship has formed among countries and the fight among countries no longer pure rely on hard power but rely on soft power, Soft power competition become the important component of the comprehensive national strength competition. With the rapid development of Internet, network transmission realized the resource sharing among countries, and the communication among countries more closely, Network transmission has become one of the important research projects in the national governance. However, network transmission had a certain impact on China’s national soft power 。The first is introduction. First, it analyzes the background and significance of selected topic. Then it classifies and summaries the literature reviews of this article. Finally, it expounds the basic ideas and methods of this article. This paper mainly uses the method of literature review, comparative study and case study method.The first chapter mainly analysis the connotation of China’s national soft power from the definition and components. Then it studies its theoretical basis from soft power, voice and agenda setting.The second chapter mainly analysis the impact of network transmission to China’s national soft power from four aspects :culture voice, public diplomacy and national image. It mainly displays in this aspects: the mainstream culture is being erosion, voice is being challenged, network diplomacy is weak and national image shaping face challenges.The third chapter analysis the reason of the impact of network spread to China’s soft power: China is lack of national soft power strategy, there have large transmission technology gap between China and western media, China’s soft power have a poor infrastructure, China is lack of network communication strategy.The fourth chapter mainly put forward the countermeasures according to the impact of network transmission to China’s national soft power. To improve China’s national soft power it is necessary to strengthen the country’s cultural construction, improve their ability of network transmission, improve the network media credibility in order to strengthen the voice of international media, use the Internet to strengthen China’s public diplomacy and shape the image of peaceful and responsible.
