Nowadays, the most popular online phenomenon of China is rise of micro-blog. Micro-blog sites has become the most active platforms on which variety of public opinion display and propagate. Twitter, the most famous micro-blog platform in the United States has gathered more than60heads of nations, where they can use to interact to the citizens online. Obama, the president of the United states, used to make fun:If everybody has a Twitter account, then there is no need of the red telephone. Use of this new media application for diplomatic communication, is not only become a popular trend, but also is actually the development trend of application in foreign affairs with the new medium technology. In recent years, the academic circles have developed different points of view in the field of Internet Political Communication. This article intents to analyze on what new phenomenon that actors use micro-blog services to carry out public diplomacy, and discuss the role of micro-blog diplomacy in public diplomacy and political communication.In this paper, when the micro-blog diplomacy based on internet developing, the public diplomacy of diplomatic institutions and non-governmental organizations has been greatly enhanced, and obtain the bigger development space. While the actual political communication mechanism is quite different from the traditional communication mode and effect, and interactive participation greatly increased. At the same time its diplomatic behavior has been amplified focusing, placed under surveillance for all users. The full text based on the viewpoint of behavior, use the political communication theory and communication theory, and try to solve which that application of new technology how to bring diplomacy change interpretation. in the specific verification process, this article based on the combination of quantitative and qualitative method, use methods of case comparation, the communication theory in social and cultural traditions of the agenda setting theory, the theory of the spiral of silence, the control of traditional" input process output" mode, Lasswell’s5W theory analysis, and trying to analyze how the micro-blog impact on public diplomacy and political communication cause.This paper is divided into five parts. The first chapter focus on the basic concepts of political communication, public diplomacy and micro-blog diplomacy. Through the study of documents, draw lessons from communication theory and political communication theory to establish the basic framework for analysis. The second chapter make a simple review of micro-blog diplomacy and its development. Thereafter we will make the data analysis and case study of diplomatic institutions and NGOs diplomacy micro-blog, domestic and foreign micro-blog platform comparative analysis, as well as case analysis of the United States embassy official micro-blog on sina, attempts to analyze different actors’motivation, operation mechanism and effect in the different background from the multiple perspectives. The third chapter analysis the characteristic of the political propagation in the micro-blog diplomacy through political communication theory and communication theory, which conclude by the second chapter formation data and conclusions. Trying to evaluate the new development and new challenges of public diplomacy and political dissemination communication, and their actual communication effect. The fourth chapter analysis again of micro-blog diplomatic from the decentralization, disintermediation and the rationalism. Then analysis the jurisdiction power of micro-blog diplomacy from international law, and the challenge on platform management and surveillance to actors. Finally prospecting of the future of public diplomacy which based on internet micro-blog. The fifth chapter is the conclusion part summarizes the full text structure and argumentation thinking.
