As the ever deepening development of globalization, the organization andinstitution of the international society is enhancing and the interdependence isdeepening. International communication has become the major content of theinternational relationships. There is an inter logic between international communicationand soft power. International communication is the major path of creating and elevatingof soft power. In the inter relationship between international communication and softpower, information communication and influence, national image and attraction,national identity and identity power are three major component in the logic constructionprocess.International communication creates influence by the transmitting andcommunicating of the information, which constructs the basis of national soft power;international communication molds the national image and elevates the attraction by thetransmitting and control of the information; international communication constructsnational identity by the transmitting and interaction of the information. Informationcommunication, national image and national identity are in the reinforcing relationshipswith information communication as the basis for the effect of internationalcommunication and the impetus of molding of the national image and the constructionof the national identity.In the assessment of information communication and influence, the internationalcommunication of China has gain an enormous and efficient development in newsagency, international broadcasting, print media, satellite TV and internet. The number ofmass media is increasing gradually and the abundant contents and various functions.Meanwhile, the influence of China’s international communication is insufficient whichis lacking of the credibility and has a low reference rate of the external informationcited.In the assessment of the national image and attraction, the creation of China’s national image is undergoing a game with the western mainstream media. China’spositive molding of its national image has brought a strong attraction for itsdevelopment. However, the attraction of China’s national image is facing a conditionthat the modernization of the traditional culture is slow and the repression of theconsensus form the western world is heavy. Food safety and quality problems andenvironment problems have brought negative effects.In the assessment of national identity and identity power, the construction ofChina’s national identity has undergone a process from an outsider of the internationalsystem to the positive constructor of the system. China is transmitting its culture andinformation to the international society by the mass media and constructing a positiveidentity of its national identity in international society. However, the power of China’sinternational communication is weak and Euro-American countries make full use of itsculture advantages and their power in international communication to create aninternational culture, which increase the difficulties of China’s national identityconstruction.The weakness of China’s soft power is accredited to the constraint of theinformation communication and influence, the inadequate of the national image andattraction and the culture influence of the national identity. In the informationcommunication process, language factor and the hard and soft factors of theinternational communication have constrained the development of China’s internationalcommunication influence; in the national image molding process, the weakness ofmedia power, the problems in the China’s development and the conflict of interestbetween counties have affected the elevation of China’s image attraction; in the nationalidentity constructing process, the limitations of cultural development, culturaltransmission and internationalization have hindered the construction of the power ofnational identity in china.The construction of China’s soft power should abide by the combination ofdomestic development and foreign casting principal, which means that China’s softpower construction should base on the domestic development to exert soft power toforeign countries. The construction of China’s soft power should abide by thecombination of hard power and soft power principal, which emphases that the basicfunction of the hard should be upheld, more attention should be paid to thesynchronizing construction of hard and soft power and the beneficial interaction between the hard and soft power should be enhanced. The construction of China’s softpower should be long lasting and persistent. Soft power cannot be built in one day,theconstruction of China’s soft power need a long term and continued devotion.The mass media is the major carrier of information communication. Informationcommunication spread the information by the mass media to the international society toconstruct national soft power. The construction of China’s soft power should take theinformation transmitting and influence as the basis and take the national image andattraction, national identity and identity power as the path to construct the inner logicbetween international communication and soft power, enhance the communication andinteraction of the international information transmitting with the aim of moldingpositive national image, constructing positive national identity, elevating influence,attraction and identity power to improve China’s soft power.
