The research object of this study is the gap between rich and poor in China. According to the related problems, the paper first analyzes the status of the gap between rich and poor. Then it describes the adverse effects of the gap between rich and poor in China. Finally it propose some improvement measures of the gap between rich and poor in china. This study aims to related fields to make some reference.With the rapid change of communication techniques, the construction of communication engineering programme is greatly developed, and the manage skills show a tendency of prosperous growth. As a result, the traditional managing modes of engineering programme can no longer satisfy the need of engineering management and strategic decision under current situations. How to realize the transfer from old system to new one as soon as possible, as well as to develop effective managing modes that fit present new changes, is an urgent problem which has attracted extensive attentions.The development and application of the managing system of communication engineering constructionprogramme has changed itsloose and outdatedlook by improving it to refined management, which realize computerized management. Thetransformations from early extensive management to current intensive one clarify the whole construction process of the engineering programme, making the information communications be timely, which will further effectively control the cost and progresses of the programme and maximize the corporate interests.This paper combines the Hangzhoumobile cable management project system to plan and design, that’s in order to meet the needs of Hangzhou moving cable project management, and realize the process management more rapid, safe and efficient. Firstly, this paper introduces the J2EE technology, intra-mart’s overall structure and system configuration, SQL Server database. Secondly, based on the current requirement of construction project’s application and management, elaborating the structure and the relationship between the production processes at all levels, in order to analysis the core needs of the project management. In accordance with the principles of software engineering’s development, we overall make the construction project management system’s architecture, the network structure and function structural design and database design. With the application of project management platform, we can reduce a large number of repeat work and labor intensity to improve the project process normative and timely, also enhance the construction progress.Currently, this system has been tested and in the experimental stage. Practice shows that this system is basically achieved the desired goal, and the basic system operation indicators meet the design requirements.
