The fast development in Chinese economy promotes the fiber production industry development, and brings opportunities to the fiber industry. Fierce market competition demands the high design quality, the low cost and especially the short design duration. In order to grab the commanding heights of the optical fiber industry, Z Company, which is a typical fiber production private enterprise where the author works, have launched the project of development on Ultra Flexible Low Bending Loss Fiber (’R5fiber’for short). However, the project schedule is always delayed and it has badly influenced the development of company. The reasons are analyzed and they include too much collocated projects, lack of human resource, inadequate capital which effect the process of project, the complexity of project, the effect of uncertain factors, but the main one is unsuitable management method of Z Company. To solve the problem in Z Company, project management technique is introduced to manage the schedule control.Project schedule management is the heart of project management. A reasonable project schedule planning is the premise of the project performs and control and the key of the project success. Along with the development of enterprise, the projects become more and more complex, especially in new product development, and one-step-delay might cause the whole project schedule changing. However, the traditional project schedule management can’t be qualified for the multi-project under the condition of the resource constrained. Especially in the case of parallel multiple projects and resource being constrained, the traditional project schedule management methods are not competent. As a new method of project management, critical chain scheduling has been applied in some enterprises of American and European successfully. It takes into account the resource constraints and human behavioral factors, which can help to shorten the project cycle, reduce costs, improve resource utilization.In this thesis, disadvantages of the traditional project schedule management are systematically studied and analyzed, and then using the Critical Chain base on the Constrains theory is proposed to control the project schedule management. Specifically, taking an example of development of R5Fiber, the combining of the critical chain theory and network planning technology are applied in the project management to solve the problems of complex relation in the project progress and predicting the project duration, by improving the estimate of project duration and progress, and using the buffer method and buffer warning mechanism. Then critical chain is applied to the management of program management, and the flowchart is established. The effectiveness of the application of critical chain in program management is verified through an example. The research shows that the critical chains have a great prospect on the project plan and management.
