The traditional management mode and relatively independent of land management has brought great inconvenience to the staff. Because of that, Donge county land and resource department decided to build a comprehensive cadastral management system which is based on changing and registering the cadastral and to achieve this system, use network technology.The cadastral management system is designed with the idea of object-oriented and uses.Net as development platform. What’s more, it uses the winform framework and MVC three layer development mode. The programming language is c#. And the system is designed by a integration of C/S and B/S. In addition, the management of changing the cadastral is designed by C/S structure in winform. The management of registration certification is designed by B/S of asp.net. In the database design, use Oracle 10g as database platform to access and read the data. The Oracle 10g is famous for its strong security mechanism and stability mechanism. Besides, it can execute operation quickly which meets the need of the system.According to the characteristics of the cadastral management, the system is divided into two sub systems:cadastral database change management and registration management. Cadastral database change management achieves street neighborhood change management, parcel change management, project change management. And the registration management system is divided into four sub functions:the registration of land management, land survey management, card management, query and statistic management. The mainly operation of the cadastral database change management is that increase, delete, split and merge the data of changing street and parcel. What’s more, it can also build new changing project and maintenance the change of the project. The registration and certification management mainly manages the application for land, the data caused by land survey and the land registration card. In addition, registration and certification management can query and statistic the process log and parcel information.After Donge county uses the cadastral management system, the department can manage the cadastral database construction and the registration of the certification together. And the department can work more efficient and supply more standardization service.
