Land resources management is composed of administrative approval and administrativeconfirmation matters. Cadastral management is not only an important part of administrativeconfirmation matters, but also a basic work for land resources management. Moreover, it canoffers protection for social development, safeguard interests and resources exploitation andutilization. Land and resources management departments have to clarify the situations ofland-use and issuing certifications, and timely and accurate grasp the messages land’ location,ownership, area and history alteration, so that land and resources management departmentscan avoid to cause the dispute of boundary line and ownership. To develop a county andmunicipal cadastral information management system conforms to practical work need, is animportant work under the new situation for improve work efficiency of cadastral management,further standardize unified workflow and cadastral data standards, and reduce the time ofcadastral issuance.According to the standards and specifications of cadastral information managementsystem that issued by the state and the ministry of land and resources, we developed thisintegration of graphics and characters cadastral information management system combinedwith the situation of parts of cadastral management and synthesized perspectiveness oftechnologies and economic profit. The projects of this system was established under thesoftware development standards and focused on hardware and software combination. In orderto offer protection for county and municipal cadastral information management system wasused in most counties and cities in China, this system can meet the demand of existinginformation management and has forward-looking for adapt to high-speed development ofland and resources informatization in the aspect of system function and performance design.The construction idea of ‘take the management as the center, take the business as theguide, take the data as the foundation’ was best manifested in design and construction ofsystem. The function of the system was data acquisition, business approval, map view, querystatistics and records management. The system was built based on the platform DAP3.0buildby Dist, and builted the ‘business infrastructure platform’ and ‘business engine’ using SOApatterns according to the actual needs. Used the technology combining with Oracle and ArcSDE database to unified storage and manage cadastral block map, site information andparcel attribute data. To achieve the cadastral information management system withintegration of graphics for offer the users integrative and accurate cadastral managementinformation and other functions, the data was add, delete, change, query and other operationsby front-system application.Cadastral information management system regards divided business approvalmanagement as a core, regards The map、attribute、archives Peer review as a objective, andestablishing "Cadastral Database Standard" of urban and rural cadastral database, support formass data storage, processing and application, realization of the second land survey acquiredthe original system needs continue to use, and continue to produce in the future work, quicklyimport different scales, different periods of various types of graphic data and attribute data,centralized storage and unified management. Lay the foundation for real estate registrationwork to be undertaken.
