In addition, following with the national system changes for water supply companies and gradual deepening of "water price reform", the major task of Huantai Water Supply Company is to use advanced information technology and network mode to handle Huantai Water Supply Company’s daily work. Therefore, it is necessary to design and implement a charge management system to face current supply needs of Huantai Water Supply Company, hoping to improve the level and efficiency of charge management for Huantai Water Supply Company.The charge management system based on the specific situations of Huantai Water Supply Company, confirmed the technical framework of the system by combing with advanced technology and techniques that similar systems used, the system mainly used B/S architecture, MVC design pattern, J2EE architecture, and struts, hibernate technology for design, and the system used the relational database SQL SERVER 2012.The charge management system of Huantai Water Supply Company mainly achieved basic files service, water supply management service, fee management service, business charge service and query statistics service. Basic files module implemented customer management, water meter rate change, water meter management and customer type change. Water supply management module implemented artificial metering, water code modification, water code query and water use exception. Fee management module implemented customer cost management, cost calculation, correcting wrong accounts historical arrears. Business charge module implemented business hall charge, bank deducting, charging history, bill management and refund processing. Query statistics module implemented information statistics and special report of customers, water meters, water supply volume, charging history and customer type changing, system refund, modification record of water meters, and correcting wrong accounts.The establishment and use of the charge management system of Huantai Water Supply enabled the modern management of water supply charge to a new level, greatly improved the efficiency of daily work and business processing, and reduced working errors.
