Design And Implementation Of Water Supply Operating Charge Management System

With the rapid development of society, the city’s water supply industry is also in the rapid development. Water company’s function has changed not only import water in distance but also change the water for the public. For the water supply company, it is necessary to own a charge management system which can really meet the requirements.Changhai water company was incorporated into Dalian Water Supply Company Limited in 2013, but it still uses the traditional manual meter charge mode untill now. With the increase of residents and enterprises to use tap water, the water supply company urgently need to change the existing charging management mode. Therefore, it is undoubtedly the best choice to develop a charge management system to meet requirements and with good scalability.This paper analysed the charge mode of water company business, used advanced development technology including the integrated of B/S, C/S development mode and open source framework, such as Struts, Hibernate, Spring to implement the water supply operating charge management system.This system realizes the function of water fee collection facing to residents and enterprises in daily management, including meter reading, water charges, invoice, bill printing, workflow, query and statistical functions. The development learned experience from city water charge management platform, supporting the workflow management, and will play a positive role in water fee collection and decision making.The system has already used in Dalian Water Supply Company Limited Changhai water supply branch, the results has proved that the system can effectively improve the company’s management level and work efficiency, and the statistical data fully reflect the result of the water charges in process.The system also reduces the cost and bring significant benefits for our enterprises.
