With the city modernization fast development, city water supply scale is more and more big, the running water user quantity are more and more many, the traditional water charge management already could not satisfy the demand of the modern water service management, therefore needed to design a management information system to improve the running water profession the management level and the operating efficiency.This article take Wuhan's water service condition as an example, through the research domestic running water profession characteristic and the multi-analysis running water management charge flow, elaborated the water charge management information system which based on three C/S infrastructure design and realization process. This system in view of the average consumer and staff's actual demand, by the goal of the system stability, the system security, the system vigorous and healthy, the system usability and the system extension primarily wants.In the article first introduced three C/S infrastructure and the related computer technology which the design system used, then introduced the water charge management information system function modules division situation and the detailed design process of various functions modules. In the system realization mainly introduced the system data induct function and the report printing function, and made the explanation of the database management and the guarantee database secure measure. Before each system investment use, the system must be carried on the test work, the last part is introductions system test.The completed system will basically to realize running water company daily management: add new customers, inputting meter finger, calculating charge, taking out charge, creating charge requisition, printing invoice, processing abnormity, creating various reports and flexible searching function and so on.With the technical development, the system function must along with it development, therefore in the end proposed some own view and the forecast on this water fee management information system.
