At present, the country vigorously promotes energy-saving and emission-reduction, ecological economy and circular economy. But petroleum enterprise is a high energy consumption and heavy pollution enterprise. Therefore, the ecological environment harmonious development, reducing pollution and maximizing the use of resources are its social responsibility. However, energy-saving and emission-reduction are hard and long duration system engineering. Energy-saving and emission-reduction not only need the national policy guidance and support, but also need adopt scientific and effective management system and method in enterprise. Then, it can ensure the effect and quality of energy-saving and emission-reduction. Therefore, a petroleum company develops a set of energy-saving performance management system. The system can make information processing for technical indexes of various energy consumption equipments. It can make automatic calculation and reduce the interference of human factors. The implementation of digital performance management ensures the scientific and fair performance evaluation. It improves the company’s energy-saving performance management level and has important significance.J2EE and JSP technology are used in design. The system is developed by Java language. Because the data is huge, the Oracle database is selected. The design and implementation process is presented by using UML technology. Combined with the actual work needs, this system achieves basic data, index data, score calculation and system management functions. First of all, through the system requirements analysis, management business needs are analyzed. And then, the system’s functional and non functional requirements are analyzed and the overall structure and function of system is designed. The realization process of each function is presented in detail. Finally, the test to the system is carried on by using the method of black box testing. The test results show that the system can perform the function normally and it basically achieves the desired effect.Energy saving performance management system has obviously improves the level and efficiency of performance management. It has the vital significance for the development of performance management.
