Research On Risk Management Of Broadcasting And Televison Interactive Platform In IT Project

By the end of 2013, there are more than 220 million Cable TV users whose scale of Digital TV users has reached more than 150 million in China. And users of Bidirectional network has covered about 90 million, but Bidirectional network’s penetration is only about 25%.Interactive TV’s penetration is only about 20%. In the internal perspective of industry, with the scale of the digital TV and Bidirectional network enlarging, it’s a precondition or an opportunity for Cable TV operators to build interactive TV business platform. In the external perspective of industry, with the rise of the Internet OTT and the construction of telecom operators IPTV, Competition with Cable TV operators has moved into the living room. Interactive TV, as the main valueable platform of Broadcasting and television industry in Triple-play, with its interaction and unique business experience and rich business mode, will develop in large scale. Broadcasting and television industry will do a large number of IT project construction, and IT project risk management will be increasingly important.This paper firstly introduces and analyses the present situation of research of risk management for IT systems at home and abroad, and then starts from IT project risk management theory and put the project of Interactive TV platform in the actual case as the research object. First of all, it sets up a risk management plan and make it worked. Secondly through risk probability-impact matrix, experts’consultation, brainstorming, refer to group resources, check list and Cause-Effect Diagram analysis method, it analyzes the risk factors with the characteristics of Broadcasting and television industry, and according to the risk sources of risk factors, they will be divided into technical risk, organization risk and external risk, project management risks. And according to its urgency, they are also divided into four levels of risk. For each identified risk, it formulates the corresponding countermeasures. In the implementation of the risk countermeasures, especially with the characteristics of Broadcasting and television industry, it needs to make active preventive risk response and do initiative intervention to the whole process of project management, motivate the project risk consciousness of all members to prevent project risk. At the same time, in the whole process of risk management, it puts forward to regularly review methods of risk assessment to monitor risk.This paper, combining with the characteristics of Broadcasting and television industry, using IT project risk management knowledge, combining with the author’s years of working experience in the industry of Broadcasting and television, explores and researches the IT risk management methods with the characteristics of Broadcasting and television industry. At the same time, this paper puts forward some suggestions for making risk planning, risk identification methods, project monitoring, and other aspects of human resource in project risk management process.
