The Broadcasting & Television Coverage has vital significance to the promotion of rural culture as well as to the development of social economic.To construction of rural culture always be the weak link of the "Three Rural Issues" ."Extending Broadcasting & Television Coverage to Every Village"project is a cross-centuries project started by the State Broadcasting & Television Bureau, in order to change this situation. The implementation of this project has vital significance to the improvement of the basic rural broadcasting and television facilities, to the protection of the farmer's basic culture rights ,to speeding up the construction of a new socialist countryside. This article tries to give some reasonable and valuable suggestions from the analysis of"Extending Broadcasting & Television Coverage to Every Village", and the conclusion of the experience to guide the coming project to carry out effectively.This article takes the existing problems in implementation as the starting point to make a systematic arrangement. The first and the second chapter elaborate the basic situation of this project, including the implementation background, the characteristics, the achievement, and the significant implementation of this project.The third and fourth chapter are the main parts of this article. The third chapter three summarizes the problems existing in the first two round of the practice of the project, and the author analyses those problems from four aspects of the system, the technical level, funding channels and programs transmitting, and later the author finds out the causes of those problems. The fourth chapter is talking about the suggestions on the practice of the project of"Extending Broadcasting & Television Coverage to Every Village": only when people learn lessons from the previous phrases, is it possible for them to be able to complete the constructional tasks required in new phrases, and to maximize the functions of this project. This article suggests that people should straighten out the development system of radio and television broadcasting, enhance the supervision and management of the project system, raise the level of coverage advancedly safely and feasibly, and build multi-channel sources of funds and strengthen dissemination of rural areas etc. The article combines empirical analysis with existed theories, and has relatively great significance on the guidance of the practice.This article have some innovations: First, it details in all aspects about the solution to the problems of the project, and the author boldly proposes some suggestions of his/her own on such problems as the system, funding channels and the approach of managing.
