With the advent of the era of informatization and big data, data become one of the most important references in decision making, so rapid and accurate to obtain the required data become inevitable requirement. Under the background of severe shortage of water resources, the country’s most strict water resources management system also put forward the specific requirements of irrigation water effective utilization coefficient, this will force us to adopt standard and efficient method to collect data of irrigation area and accurate calculation the irrigation water effective utilization coefficient, to provide data support for the government to make relevant policy. The study regards the design basis database of the calculation of irrigation water effective utilization coefficient and the development of calculation software as the core and regards providing basis data support for the assessment of the irrigation water effective utilization coefficient in region and the new water consumption standard as the purpose. The study analysis calculation method and database design criterion and constructed the basis database of irrigation water effective utilization coefficient of Shanxi province and developed calculation software by using object-oriented programming technology. The main results of the study as follows:(1) Through reviewing the literature analysis the calculation results of irrigation water effective utilization coefficient of domestic and international, screening calculation method, putting forward the typical channel method based on the theoretical analysis and the actual situation of the irrigation area to formation calculation method system take fore and aft calculation method as the main comprehensively analysis method and typical channel method as supplement. In this study the calculation process are also described in detail.(2) Based on the analysis of different regions and irrigation district irrigation water effective utilization coefficient and data requirements, standardized the data structure. Based on SQL Server 2008 data platform, to build basic data table and establish a data table logic relationship between each other, to form the basis database of irrigation water effective utilization coefficient of Shanxi province.(3) According to the system function analysis and function implementation scheme design, using the C# compiler language to develop a set of data management in the irrigation area, irrigation water use coefficient is calculated and analysis the data change of the irrigation area interannual for the integration management software. The software realize the basic management functions such as to add, query, modify, data import and export of irrigation data. The software integrates the three measuring method, it can calculate the irrigation water effective utilization coefficient of irrigation district and in region, improved the reliability of the measuring results. At the same time the software contains the analysis function of irrigation data interannual change, it can reflect the related factors change trend of the irrigation area or areas.Finally the article puts forward some suggestions to irrigation water effective utilization coefficient calculation work of Shanxi province on the current, and the future development of informatization in the irrigation district were also discussed.
