Water resources information system engineering of large electronic information syst em is a multi subject, high technology, cross sector. Build information system will be able to achieve the watertank, working in the middle and lower reaches of the Fenhe River, the information such as real-time monitoring, and can greatly improve the collection of a11kinds of information timeliness and accuracy, improve the correctness and precision o f water allocation, scheduling, improve the management level, make business managemen t more modernized, scientific, and provide the corresponding information service to the rel evant units and upper level units, for social stability and economic sustainable developm ent, has the extremely vital significance.This article from the current relatively informatization administration of Fenhe Rive r downstreamin the lagging, such as water measurement, engineering management, water management and so on is entirely manual operation, information basically is at the blank condition. In order toadapt to the new era of scientific, standardized, information-based management mode ofdemand, proposed the establishment of irrigation management infor mation system in theadministration of Fenhe River downstream. The spirit of "overall pl arming in the design of the work process, step by step implementation of the overall trai n of thought", according to the actual situation of Fenhe River downstream administratio n in the first construction, hydrologic information automatic acquisition focus of canal syst em measuring and reporting system,information center construction and application softw are system. The system realizes data acquisition, data input, data modification, data update, data statistics, data collection, data query, data printing function. Through the informatio n technology, computer technology, artificial intelligence technology for effective integrat ion, irrigation district information systemdevelopment in the downstream administration of Fenhe River, the realization of the informationmanagement of the water resources of the Fenhe River basin.Design and Realization of the system, the reasonable allocation of water resources,guarantee to provide decision basis for the normal and safety of irrigation water users Through the use ofnearly a year, the system has the advantages of simple operation, t he system runs normally, allfunctions are running well, meet the digital information mana gement needs, the system runs reliably.
