This article combined with the first batch of information technology pilot units in Ministry of Water Resources of Shaanxi Province Jinghuiqu Irrigation Area of the actual situation,according to the low utilization of water resources and the experiential decisions of irrigation model in Jinghuiqu Irrigation areas of Shaanxi Province, an irrigation decision support system was designed and developed.Related technologies through access to domestic and foreign literature, a careful analysis of Jinghuiqu Irrigation Water Information Design text, Irrigation information construction-site research the actual demand for the software development cycle is short, sub-module development in the two specific issues encountered in the study. The first is a database problem irrigation district, Jinghuiqu Irrigation Area is a large (II)-type pairs of well and canal irrigation district, Irrigation Decision Support System database consists mainly of two parts, Part of the basic data for the irrigation district databases, The other part of the mathematical model for the system support database, how to solve the two co-exist, as well as sharing is the crux of the problem, This article shared data re-organize and to deal effectively with the introduction of multi-database(MDBS) system approach to solve the database sharing.Second, the information-based software development environment is not unified, software interface system using Delphi language, but the model development using engineering calculations language Matlab, to software integration inconvenience as compiled languages.therefore,how to integration together the visual programming language Delphi and efficient,precise mathematical language Maltab two software to form a unified software development environment is another key. In the article, Simple and effective solution to the system software integration issues is that compiled based on COM component approach will be. M files can be compiled into an executable file called Delphi directly.Integrated software system after the initial trial run in the trrigation district, proved that the system fully functional, security and stability, decision-making process in all sectors and at different levels to support capabilities,has better practicality, feasibility and stability to meet the irrigation needs of the actual irrigation management.
