With the rapid development of industrialization and urbanization, people enter the eraof automobile consumption. There are a series of outstanding parking problems in currentparking lot, for example, finding a parking spot is becoming more difficult than before.The traditional parking lot without using the license plate recognition technology leaded tosome regulatory safety issues, such as using temporary admission card for admittance andexiting with the long-term card instead. Meanwhile, artificial charge results in evasion offees, moreover, lack of guidance has made parking lot in great disorder.Based on the practical application, this thesis designs a parking fee managementsystem software. In this thesis, a new license plate recognition algorithm is proposed inorder to improve recognition rate of the traditional license plate recognition algorithm.Besides, the thesis designs the database and its optimization as well as backup strategy.Several applications of parking charge system is designed in detail. By verifying theidentity the level and legitimacy of staffs in parking lot, the login module is made to helpdecide whether they have the right to operate the system. The card management is mainlyfor the convenience of those who access to the parking lot, provid ing them with differentkinds of cards which eliminate the use of cumbersome cash transaction. Query reportmodule is mainly for facilitating the report queries and data collection of parking feeinformation. System management module includes operator management, system settingsand so on. Login management is connected to the database server by LAN. Realized byusing VC++language, the charging system uses SQLServer2005database.The parking fee management system could operate easily and stably in experiment,but it should be tested in engineering applications in further studies.
