As the quantity of cars increases rapidly and therefore the pressure of parking cars grows remarkably, nowadays numbers of residential areas and enterprises have been equipped with corresponding parking lots. As a result, how to manage and utilize parking lots efficiently has become one of the most urgent problems to be solved currently. With the labor cost increasing constantly today, in order to reduce the management cost and relieve the traffic congestion at the entrances of parking lots, it is extremely necessary to improve the automation degree of the management of parking lots. On the basis of the above purpose, after doing research on realizing the automatic recognization technology of lisence plates, this thesis makes a discussion about the implemention methods and procedures of parking-lot automatic management based on recognizing lisence plates. Concretely following details are included:On the basis of widely research on lisence plate recognition technology and the workflow of parking-lot management systems at home and abroad, the research direction and specific work to be done is established.Firstly, by analysing the system requirements, the thesis makes an overall design for the parking-lot management system and its corresponding function. The system adopts the C/S structure and SQL Server 2008 database to store system data, classifies different groups of users and obtains the vehicle information via lisence-plate recognition technology.Profound research on lisence-plate recognition technology has been carried out from three aspects of locating the lisence, extracting and recognizing the characters, namely, (1) locating the lisence via LAB color-space location method, (2) putting forward the improved template algorithm and extracting the lisence plate characters, (3) correctly recognizing the characters by adopting template matching method based on the texture feature and then combining these characters into complete lisence plate number.After that, a back-end database should be set up to analyse the data flow and entities and design the brief structure of the database. The logical structure of the database should be designed according to the brief model of the database, data information table designed according to the parking-lot data feature. In this way, a complete system of database relationship could be set up.At last, it is necessary to have a test on the system. By importing the practical data under complicated circumstances, a test on the subsystem is carried out and the result shows the accuracy of the lisence plate recognition system is above 96 percent, meeting the requirements of the application on the whole. At the same time, this system functions normally and is able to fulfill all the management work.
