Because the traditional parking management system pays attention to the fee of parking, It calculate the fee according to the time of parking,but neglect to save the license plate number,the stolen vehicle can’t be in a timely manner found by looking at the entry and exit record of vehicle;currently the toll collection system relies the vehicle-mounted device installed in the car,it has high cost and low flexibility characteristics.Therefore,this paper combines license plate recognition technology and parking management to overcome above problems.Firstly,this paper has described the crucial part of license plate recognition,and analysed two method of license plate location.In terms of license plate character segmentation,it improved the vertical projection method,that choosing the character from the back instead of the front.The improved method can enhance the capacity to deal with interior non-stick characters.Obviously, this paper further research the license plate character recognition which is the important part of license plate recognition.The research was demonstrated by experiments that the support vector machine(S VM) character recognition method based on the fast principal component analysis(PCA) worked on the character of library,and finally it obtained good recognition effect.At last,this paper have designed the visual interface by the MATLAB GUI,and realized the function that storing the license plate,the arrival time and the departure time.So,the parking management system can help people look up the vehicle information,and realize time charge according to the parking time.In addition to these functions,the most basic function of the system is that it decides whether the car can pass the road.this function is realized by banister.The lower computer controls the banister in this design,and the lower computer complete the corresponding action by receiving the instruction from the host computer.
