Research And Implementation Of The Management System Of Foreign Personnel’s Basic Information Based On ASP.NET

In recent years, with the sustained and rapid development of economy in China,especially after China joined the World Trade Organization, a lot of foreign-investedenterprises and foreign personnel enter into China. Some of these foreign personnelwork in foreign-invested enterprises, some of them work in domestic enterprises, stillsome work in colleges and universities, and so on. Foreign personnel create economicvalue and earn income, meanwhile, they should fulfill the obligation of tax declarationaccording to the Chinese tax laws.The management of taxation of foreign personnel’s personal income tax is moredifficult, because they have strong mobility and involve more departments; thecomponents of their income are complex, and the income has strong stealthiness.There are specially more problems in the aspects of reporting of basic information,confirming of resident period and declaring and paying of personal income tax, forexample, the reporting of employer is not complete, exit and entry time can not beconfirmed, the taxable income can not be grasped, the withholding agents disobey thelaw, and the information exchange between the local taxation department and otherdepartments are not smooth. The aim of establishing the Management System ofForeign Personnel’s Basic Information is to facilitate the local taxation department tocollect, sort out, store and manage personal information of the foreign personnel, andrealize realtime dynamic management of foreign personnel’s basic information, thusto improve the quality and efficiency of the management of taxation of foreignpersonnel’s personal income tax.This thesis firstly introduces the background of establishing the ManagementSystem of Foreign Personnel’s Basic Information, from the angle of practical businessrequirements, defines the goal the Management System of Foreign Personnel’s BasicInformation wants to accomplish by means of requirement analysis, describes thebasic process of data processing by means of data flow diagram. It defines the overallarchitecture and functional structure of the system, establishing the logic model andphysical of the system data. It describes the development and implementationprocedure and test content of the system, reaching relative conclusions throughanalyzing the test result.The target system adopting B/S design mode to develop the system, adoptingASP.NET to develop the WEB application program. The system adopts MicrosoftVisual Studio2010development environment and Microsoft SQL Server2005to setup the database, and adopts black-box test scheme to test the system.The associative functions and design procedures of the Management System ofForeign Personnel’s Basic Information described in this thesis conform to the designphilosophy in software engineering field. The target system is able to meet relatedbusiness requirements of the foreign taxation departments, and give support to thecollection of personal income tax and the development of local economy.
