Enterprise personnel file is a document which reflects the staff's personal experience, political ideology, professional or technical skill, performance of work, alternation of work and so on. It is a rather important basis in inspecting, discovering, employing and administering person with ability, and it plays a very important role in exploring human resource, forecasting person with ability and formulating policy of those talents. However, with the working up of socialist market economy, the establishment of talent market and the reformation of personnel system, the old conception and mode of enterprise personnel file management can not fit into the new development. Therefore, there are confusions in administering enterprise personnel file, for example, the bad quality of enterprise personnel file's content, the increasing of 'abandoned file', the unsuitable of old administering system, and so on. Those confusions limited enterprise's development, especially the exploring of human resource. In a word, the problem of reinforcing the administering of enterprise personnel file and optimizing the collocation of human resource ought to be settled urgently.This paper sets out from the strengthening of enterprise personnel administration, and synthetically analyzes the causes and countermeasures of these problems. Firstly, actively exploring the management methods of establishing regional personnel file administration center; secondly, establishing a personnel administer system which is suitable for the requirements of society; thirdly, perfecting enterprise personnel file system and optimizing the administration of enterprise human resource. By way of expatiating on theories and studying on documents, this paper pays much attention on the problems, the causes and the countermeasures of enterprise personnel file currently. And hope it can provide references in the role personnel file plays in exploring enterprise human resource.The innovation of this paper lies in its systematical and home analyse of the problems in administering enterprise personnel file nowadays, and the improving measures it brings forward, therefore, it provides good suggestion for administrators in enterprises.
