Higher vocational colleges realize the importance of implementing a scientific andrational human resource management in the teaching, so that their needs for humanresources management will be more urgent and professional.For human resourcemanagement in higher vocational colleges, it can be understood as through theguidance of scientific theory, the principle and method, for schools to develop talentscultivation target and the school’s development strategy as the guidance, organizationand planning schools of various types of personnel in the realization of humanrelationships perfectly coordinated, through training, evaluation, recruitment, salaryand welfare, such as a variety of means and measures to mobilize and inspirepeople’s infinite potential and creativity, so as to realize the efficient operation ofhuman resources in higher vocational colleges,provide endless human resources forthe school development and strategic objectives to achieve.The background of thesis research mainly for the performance evaluation work inhigher vocational colleges, analyzes problems arising from the performanceappraisal,in-depth exploration of higher vocational colleges in the performanceappraisal may improve direction and measures to implement the performanceappraisal,and achieve the performance evaluation and human resource managementOrganic unified system construction. At the same time,it is necessary to build fullyfunctional, advanced technology, strong adaptability human resources managementsystem, but also the system fit with the development plan of higher vocationalcolleges, and on the basis of the system to realize Networking,Informatization inhigher vocational colleges management.Paper, which is based on real survey, detailed combing the functionalrequirements of human resource management system in higher vocational colleges,based on the development of object-oriented software engineering technology, thesystem is analyzed,designed and implemented.To a module division in the systemmore scientific, meticulous, able to from the Angle of the faculty and staff to designthe system function, add the relevant salary management and performance appraisalevaluation function, etc. Systems used in the development of a management model based on the lower level, designed a variety of levels of permissions managementlevel, according to the specific needs of the faculty of vocational colleges to designand assign the appropriate permissions, users with advanced permissions can viewand modify information of low-privileged users.In this way, the system will becomemore reasonable and standardized.This system is developed based on Spring+Struts+Hibernate combination,the integration of lightweight J2EE framework to build practical human resourcemanagement system in higher vocational colleges, making the development processof the system more efficient, to reduce and gradually eliminate the coupling betweenthe system level, the system has a higher reusability, scalability, maintainability.Finally, on the basis of a detailed analysis of existing software testing methods, thepaper made the appropriate test plan for the human resources management system.Test results indicate that the research and development of human resourcemanagement system can meet the expected demand, realize the goal established bythe design stage.In this paper,the system is limited by many factors in the research anddevelopment, makes the system also has many deficiencies in need of furtherimprovement. First, because the higher vocational colleges has not yet startedimplementation of the relevant work, so the performance appraisal function of thesystem which designed is relatively simple in this Paper,need to focus on thetransformation in the future upgrade.Second, the system of reporting function needto be further strengthened.This allows colleges personnel departments in the processof deploying the system in order to achieve most of the data report output, makingthe personnel department can be more convenient to provide service for others.Again,Hibernate in the process of running, the required memory consumption generallylarger, need through further optimization, to enhance system performance. It isbecause of these problems, making the system also need to constantly upgrade andtransform, continuously optimize and modify new problems.
