Coal mine safety hidden trouble management and assessment is the key toguaranteeing coal mine safety production and preventing accidents. Applying modernscience and technology to coal mine safety management and assessment system is animportant approach to improving the level of coal mine safety management. In theprocess of coal mine safety production, enterprise need to collect and manageinformation, obtain feedback timely, and analyze the information statistically, which cangive full play to the role of information in coal mine safety management, and providetechnical support for the enterprise management decision. In order to control the hiddentrouble timely and effectively, carry out the safety production responsibility, reduce theoccurrence rate of accidents, it is necessary to establish the coal mine safety hiddentrouble management and assessment system.Firstly, this article analyzed China and foreign research status of coal mine safetymanagement information system. Secondly, formulated system development goal basedon the development trend of modern management information system and coal minesafety regulations. And then analyzed the system feasibility and demand. Next, designedthe system module, completed data flow diagram and data dictionary. And finally,realized the coal mine safety hidden trouble management and assessment system basedon B/S model in the Visual Studio development platform using ASP.NET and SQLServer technology. This system can collect and manage the “three violations”, hiddentrouble, accident, machine,“one ventilation three prevention”, contingency plan, safetytraining information etc, output the report, and assess the coal mine safety level.This system has the following characteristics:①Analyze the accident cause factorfrom the six aspects of man, machine, medium, management, culture, and regulations.②Hidden trouble management process is a closed cycle, that is "check-handle-complete-obtain feedback”. The fact proves that the way of cycle can control theaccident hidden trouble effectively.③This system also fully takes advantage of C#andMATLAB hybrid programming technology to realize GA-WNN algorithm in the safetyassessment module, which is convenient for enterprise to analyze the safety level of coalmine intuitively.④In one ventilation three prevention management module, usesMapXtreme for. NET technology to realize the graphical management of ventilation and prevention information.This article elaborates the implementation process of the coal mine safety hiddentrouble management and assessment system from analysis and design, research of keyproblem, implementation of stem, and then tests the system. The results of test showthat the system can meet the needs of users, which confirms the availability of thesystem.
