At present, TISCO(Taiyuan Iron&Steel Ltd. Corporation) puts in at least5%of its revenue in research and development for scientific research projects each year, there are a great many of such projects which have a long development period, which usually last for1year, or even3-5years. The departments involved in organizing are too many, including the scientific research department, production department, quality control department, marketing department, production plants, etc, which, as a consequence, cause the large difficulties, rough granularity and low efficiency of scientific research management. On the other hand, a lot of valuable knowledge and outcome generated in the scientific research process is difficult to collect and use, for the reason that effective knowledge management is not implemented. Under this background of reality, TISCO severely needs a system capability of supporting the process of product development projects, realizing the purpose of information transmission, processing monitoring, collaborative exchange and knowledge precipitation.This paper is based on the J2EE architecture research results of TISCO scientific research management system construction. This paper introduces the background and necessity of the project, reviews the relevant literatures about scientific research management and knowledge management, discusses the planning of information systems function, system architecture, system design and implementation strategies. Detailing the development process of TISCO research management system’s planning of overall requirements, business requirements, non-functional software requirements, application architecture, network structure design, database design and reusable systems. Finally, the value and benefits of the system is introduced.
