The development of science and technology is an eternal topic in the long history of human social development.General Secretary Jinping Xi proposed that "To build a world of science and technology" at the 19 th Academician Conference of the Chinese Academy of Sciences and the 14 th Academician Conference of the Chinese Academy of Engineering,which calls for scientific and technological development to promote the national development.At present,most of the domestic research and management methods are labor-intensive and time-comsuming.Although the scientific research project management system is being vigorously promoted and used,the traditional scientific research management information system also suffers from the following challenges.First,supervision and control are basically static management.Second,the establishment of expert databases do not effectively transform personal knowledge into organizational knowledge due to the lack of sharing and communication information.Finally,management concepts cannot cope with changes in the economy society.Aiming at the development of the national organization code research management system,this paper studies the key technologies,including persistence layer,architecture and modules,needed for the actual needs of the national organization code center scientific research management.The application of these key technologise,such as MySQL including function library,external information database,feasibility study project library,scientific research project library and project funding library,lays the foundation for the development of the system.The coupling interaction between the service and the database through the MyBatis-based persistence layer is completely independent of the database software,which lays a good foundation for the future scalability of the system.The research and development of the feasibility study,project management,execution period management and acceptance and so on are carried out by using the efficient J2 EE architecture designThe national organization code research management system designed in this paper will realize the full life cycle of scientific research projects ranging from feasibility study report sharing,project project management,project execution management,project acceptance management to project archive management before the project management has been established,which is systematic,efficient and synchronized in the whole scientific research project management.The project managment with scientific concept,the archive and statistics in the form of visualization,the technical support in the future research process of science and technology projects,an expert database establishment to enhance communication mechanisms,scientific research and result implementation,and the database construction of portability,greatly promot the use of the management system in the code center and sub-centers.
