Design And Implementation Of The Knowledge Management System For Judges

In recent years, The Chinese courts have accumulated a lot of knowledge resources on laws and regulations, judicial interpretation, judicial documents, judicial papers, research reports and reference cases. However, these excellent court knowledge assets are stored in separate systems and the personal computer, with little or no correlation with each other. The judges lack effective means to acquire that knowledge in case analysis, which can lead to repeated labor and paid a lot of time and energy. The Chinese courts are facing trial business complex new situation, the increasing cases, to judges the work pressure increasing. This thesis constructs the knowledge management system, to provide knowledge sharing and management related to the trial judges, effective management and application of knowledge, in order to improve the judicial ability, meet the urgent demand of knowledge management of the court.This thesis analyzes the knowledge management system development history and the research situation at home and abroad. It briefly introduces the key technology and application technology, and the basic architecture of similar systems construction. The research method of this thesis is based on court workflow to determine the specific needs of the judges to acquiring content, category and scope of knowledges etc. By the analysis of the existing court information assets, construction of a regular expression to the laws and regulations, cases and other information of the entity information extraction, classification and relationship with the frame model and processing; case based reasoning model, structured handling and storage and matching of knowledges, reorganization as shared knowledge base; The system uses Lucene full-text search engine for fast retrieval of mass datas; Research on the construction of knowledge base updating mechanism, timely update laws, the verdict and the trial process to the latest information, the formation for management of dynamic knowledges; Design and the realization of the knowledge portal and knowledge map as user interface, knowledge application, knowledge management system complete construction for the judges. The practical application environment of the system and running effect are introduced finally, and the typical cases were tested and analyzed.The system for the judges quoting laws, verifying evidence, identifying circumstances, analysis results, program compliance and other key work, provides comprehensive and accurate legal basis, similar case reference and legal reference. Its purpose is to improve the efficiency of the acquisition requirements in knowledge, to provide efficient and platform for knowledge management, knowledge of curing the judges’ sharing.
