Design And Realization Of Public Health Information Management System For Grassroots Medical Institutions

Basic public health services for all the people's health, is an important content of the China's medical security system and new system of city health service. The public health service institutions carry out a six-in-one business relying on information technology, that is, establishing personal health records, analyzing health status and risk factors of residents, intervening measures according to individual differences, prepaying health plan, reducing the risk of il ness and improving health behavior, and offer meticulous and thoughtful health services.A public health information management system for grassroots medical institution should be built because of the problems that current records of the public health service are paper version which is hard to be preserved and checked, and that different institution offer same service, and that records were lost due to the resident's migration. The system, relying on the rapid development of computation and Internet technology, based on an area, with all public health service institutions in this area as branches, can integrate resources and build life-time electronic health and service records of residents, and unite all information of residents which was scattered in several grass-roots medical institution or public health institution, so as to make sure that one resident has only one health record. And at the same time, data can be exchanged with the superior platform under the request of superior health institution.Based on the national basic public health services specification and the actual demand of grass-roots medical institutions, we design the general plan of public health information management system for grass-roots medical institution, dividing the whole system into two sub system, resident health records management system and public health information management system, with many functio n modules under each sub system. In this essay, these modules were designed in detail, so as to achieve some functions, that is,resident health records management, children health management, pregnant health management, aged health management, chronic health management, and etc., and basically meet the require of public health services, such as, management of disease control and prevention and etc..
