The highway plays a more and more important role in country’s economy. The toll system software development in traffic area has a very wide application and will produce huge amount of benefit in society and economy.In this Paper, Toll Collection system(ETC) is discussed and studied, which can collect toll automatically by Dedicated Short Range Communication(DSRC) between roadside aerial and ETC tag, it doesn’t need Parking and Personnel.The proposed highway electronic toll collection system consists of five subsystems:toll station management, vehicle management, fee management, personnel management and system management. The designed electronic toll collection system is implemented based on B/S architecture, and uses Java language to program in the development platform of Eclipse. The whole system is on the basic of J2EE Framework. Furthermore, JSP and JavaScript technologies are utilized during the implement of the system. And tomcat is applied as web server.From the highway toll station existing fee management processes, follow the principles of software engineering, this thesis builds the overall business and data model. Subsequently, highway electronic toll collection system is demonstrated for the feasibility. Finally, according to the system analyze, system design, system implement and system testing, the system is established step by step. The highway electronic toll collection system after developing has been successfully implemented in a highway toll station. Greatly raise the integrated management level of highway toll station.
