At present, all countries in the world are sufferring from the worsening traffic problems. Under this situation, the thought of synthesizes the vehicles and traffic lane, using computers, modern communications, automatic control and other high-tech to solve the traffic problems arises naturally. ETC, Electronic Toll Collection, is one of the important research and application in ITS, Intelligent Transportation System. Through the Dedicated Short Range Communication between the road side unit and automotive electronic tag, charging process completed automatically, which do not need driver to stop and other charge personnel to take any action. ETC is designed to alleviate traffic congestion, increase the transportation ability of highways and the efficiency of the vehicles, reduce the oil and vehicles consuming, economize energy resources and protect environments.This article has conducted the investigation and contrast to the domestic and foreign ETC development present situation, and research a transition period ETC solution that conforms to our country present national condition. Taking traffic lane control system as the core, basic principle and constitution of ETC system is introduced. To the traffic lane control system, the software and hardware design, system transplant, code scheme and the interface specification are carried on detailed elaboration. According to our country national condition, the electronic toll technology mode that is compatible with Mannual Semi-Automatic Toll Collection is researched; this is the Composite ETC Application Solution of two pieces ETC tag plus dual interface CPU card. The RFID Anti-Collision arithmetic and the car license plate recognition algorithm are improved to the AVI (Automatic Vehicle Identification) and VES (Video Enforcement System) system, which caused system's timeliness and the rate of accuracy had enhancement. Through the Queuing theory and analysis of the toll station delay model, ETC traffic lane's concrete design method and configuration plan are given.
