With the rapid development of China economy and the formation of highway network, the electronic toll collection(ETC) has been more widely used. However,because of the defects in domestic interconnection toll and unbalanced development situation of regional economy, Chinese electronic toll system has high investment, long cycle and high risks. Once the system breaks down, it will bring great trouble to users and managers. Besides, it can not fully identify the vehicle information and exists a lot of fraud occurs.In response to these problems, first, working principle of vehicle tag, reader and antenna is introduced, then two-piece electronic tag is combined with double-interface CPU card to combine factitious and automatic charge. It is very consistent with the current national highway charge conditions.Second, concerning the collision problem of RFID tags, the improved frame slot algorithm is proposed and simulated, so that the solution to the problem of collisions can be further optimized.Third, in order to improve the recognition efficiency of the current toll collection system, multi-source information fusion model based on game theory is applied to the vehicle identification system. The system information is from vehicle tag, camera image,weighing system and other channels. The model applies three elements of players,strategies and pay, and uses Bayesian networks to express and solve the problems.Comparing with traditional license plate recognition, it improves the efficiency of identification vehicle greatly.Finally, monitoring site is developed on the NET platform, combining with database technology, it realizes the functions of classification, display and querying for the data collected in the field. Desktop interface system is designed to facilitate the users and managers to query and manage.
