Intelligent Transportation System (ITS) is a developing trend of future transportation system.The system of Electronic Toll Collection (ETC), the most advanced Open Road Tolling(ORT) system in the world, plays an extremely important role in the development of intelligent transportation. The system can not only obviously save manpower in transportation system management and reduce the traffic management cost, but also can realize the rapid transit traffic which solve the problem of excessive vehicle charge intersection clogging.The system is a quickly and efficiency freeway and bridge toll system triggered by the development of the information industry and electronic computer technology. It is of great practical significance for doing such research.This paper describes the design and achievement of no parking charge lane system on provincial highway, putting forward a railing lead, single motor vehicle trade and passing with no parking toll collection mode.The system adopts the ETC communication standard issued by the state, and uses5.8GHz dedicated short-range wireless communication technique to achieve the data communication between RSU and OBU. It also uses non-contact IC card with high security to record vehicle traffic information. These measures not only efficiently ensure the security of the users’ electronic wallet, but also realize password cards’dual use in artificial lane and ETC lane. In order to ensure the vehicle’s rapid transit, the system use high-speed rail to reduce the response time of the equipment. It not only realizes the vehicle automatic transaction, but also achieves the unmanned toll lanes and the rapid transit of traffic. Further more, maximizing the use of the existing traffic system resources, alleviating vehicle congestion phenomenon in the expressway toll station during peak hour, greatly improving the efficiency of the networking charge system.This paper analyzed and designed a provincial expressway networking toll collection system of ETC lane layout composition of equipment business logic and operation mode, and puts forward the not parking charge lane system overall design. The system using VC in Windows platform develops and implements the ETC system in provincial enclosed expressway networking charge. The system uses four induction coils to detect the vehicular traffic, to determine the state of the normal passage of vehicles, and to calculate speed. The RSU used for vehicle communication trading between the vehicles mounted on a vehicle with the OBU, and give tips on no on-board unit vehicles through the charge display. In most cases, the system completes a car trading in200milliseconds or so through the RSU, the high-speed rail raises from horizonal level to lift state after receive the instruction, which takes about0.6seconds. As a result, this ensures the driver traveling at the speed of30km/h. The system is a set of relatively advanced no-waiting ETC system fully meet the requirement of the provincial highway ETC system. The system has been widely used in dozens of toll station in Shandong province after scrupulous test and use, simultaneously ascertain stabilities of it.
