With the rapidly growth of motor vehicle number, the operations management of transport system is facing much more challenges. As an important part of transport system, highway is also troubled with a contradiction between increasing demand and low sevice capability. Specially, the improvement of toll station capacity and mitigating of congestion are two of the most important problems which require immediately solutions.One of these solutions is the application and extension of Electronic Toll Collection System (ETC), which allows vehicles to run at a high speed. As a result, the highway capacity can be improved, the cost of toll station management can be reduced, and the noise level and exhaust emission can be brought down.This thesis investigated the design and implementation of Electronic Toll Collection System and created a stable, efficient and robust audit system. The main work is as follows:1. Based on principles of ETC system and practical situations, the system demand was analyzed and the optimal feasibility program was discussed. J2EE and SQL Server was adopted finally.2. After analysis of demand and feasibility, architecture of the system was designed using Unified Modeling Language(UML).3. On the basis of the structure design, we did detailed design including database connection and implemented the audit system for ETC on J2EE platform and SQL Server.4. Many tests were done to check the stability performance of the system.
