With the development and the increase of user number of Xiangyang WCDMA network,more and more users are willing to use3G network. The coverage of3G network is not good forthe reason of frequency band and the base station number. So GSM network will coexist withWCDMA network. The optimization target is that users are using WCDMA network as more aspossible, and3G service quality is as high as possible. At the same time, we need to decrease theprobability of user switching to2G network and make the user handover to3G network smoothly.The scheme for fulfilling the previous target is proposed and deployed in this thesis.The poposed scheme in this thesis is that let user use WCDMAnetwork as more as possible,with the consideration of user experience. The key schemes include how to decrease the numberof user switching from the3G to2G, and user reselection from3G to2G, and how to decreasethe time from2G to3G. The result in this thesis is useful for the WCDMAnetwork optimization.
