With the rapid development of China’s economy and public transport utilities, therelevant departments pay more and more attention on safe transportation. According toauthoritative statistics, the Chinese car ownership amounted to137million by the endof2013, and several hundred thousand people died in traffic accidents, bringingpressures and challenges to the vehicle management and transportation. The traditionalmanagement methods such as manual inspection, wired video surveillance has laggedbehind, unable to meet the real-time requirements of vehicle condition, road conditions,operating conditions and so on. Therefore, the design of remote android-based vehiclevideo surveillance system was proposed, which can facilitate vehicle management andensure transportation safety through the technology of Internet,3G and multimedia.Combining C/S architecture with the design conception of modularity, service packetand load balancing, the system has realized functions of user management, real-timemonitoring, video playback and download, alarm service and configurationmanagement. The purpose of efficient vehicle management and safe transportationhas reached, and the system can meet the needs of different users in differentoccasions.The research content of article as follows: Firstly, the design of remote vehiclevideo surveillance based on the technologies of3G/H.264/Android/networktransmission was proposed by analyzing the status and trend of video surveillancedevelopment at home and abroad. User can monitor the vehicle at anytime inanywhere through the combination of3G network and vehicle video surveillanceindustry. Secondly, according to deeply research the H.264, Android system, JNItechnology, TCP, UDP, RTP and RTCP, the feasibility of the design is validated.Thirdly, the schema of system was designed based on requirements and performancecharacter, including vehicle equipment, center services, Android client and transportprotocol. The center services of load balance, equipment management, mediatransmission, offline download, alert analysis and database management weredesigned in detail, achieved background support of the system. Fourthly, thecharacters of function and performance were validated by the overall evaluation of thesystem. The real-time and fluency are ensured with the help of the H.264compressedvideo data transmission by RTP/UDP/TCP and RTCP. The technologies of services packet and load balance can improve the service’s capacity, resources allocate andreliability. Transplanting FFmpeg into the Android system will improve the efficiencyand scalability of encode and decode module.Finally, according to the overall test and analysis of performance, the system hasreached the predetermined design goal. The System has high stability, flexibility andexpansibility, which can meet the needs of the transport sector. It also has depthresearch value and broad application prospects.
