Since the implementation of the Reform and Opening-up policy in China, human resource organizations such as local governments’"Human Resources Markets" and foreign company service agencies have been established around the country to provide professional HR service to foreign companies, state-owned enterprises and private companies. As service scale increases and industrial competition intensifies year after year, using information technology to improve productivity and service quality has become more and more important for these HR organizations. How to build an information system that is specific to HR organizations has become an important topic for management.This thesis:(1) Studies the background and significance of the emergence of HR organizations and analyzes the development of Enterprise Resource Planning (ERP) systems for HR organizations from four perspectives:history, core concepts, application in China, and the current implementation situation in relevant HR organizations;(2) Studies the characteristics of operation and management of HR organizations, analyzes the business model of relevant companies and, based on this, analyzes the HR organizations’requirements for an ERP system, structures the overall functionality modules and completes the design of the technical structure as well as the network structure of the system;(3) Provides the detailed design and a practical implementation guide for core modules including a client management system, employee management system, employee service support management system and outernet interactive platform, and introduces the design requirements, proposals and functionality realization in detail;(4) Introduces the system’s operation and testing environment, tests and analyzes the functionality modules of the client management system, employee management system, employee service support management system and outernet interactive platform, and verifies the effectiveness of the system.This thesis aims to provide an effective technical method which helps HR organizations to design ERP systems conforming to their work processes, thereby improving transaction processing capability and business management performance. The successful implementation of mis ERP system could be used as a case study for ERP system’s development in other HR organizations.
