The Design And Implementation Of Planning Bureau’s Planning Business Information Management System For BinHai Region

With the popularization of information management systems, all walks of life try to use the mean of information for optimization of the existing workflow. The planning business of Planning Bureau involves numerous business workflows, but the traditional manual approach is inefficient and prone to error, with poor security of information storage. Planning Bureau of Coastal Zone is planning to implement information management of the planning business of Planning Bureau to improve the efficiency of planning business, shorten processing time and establish unified regulations for planning business processing.The planning business information management system for Planning Bureau of Coastal Zone uses object-oriented design idea and the Struts+spring+Hibernate framework. The system development follows the general process of software engineering, the first work is needs analysis; then designing technical architecture and functional architecture of the system, detailedly designing main functions of business case processing, case inquiry statistics, and qualification planning management, etc., reasonably designing the system database; finally using JAVA language to implement the system and designing test cases for each system business’s functional testing.The system has five main functions, including business case processing, case inquiry statistics, case monitoring, and qualification planning management, and placename management, which can complete the processing of all business cases. Business case processing function is in line with the planning case processing workflow, completing a series of operations, like file management, case acceptance, case application, cases undertaking, case producing, etc.; the system implements query and statistical functions of case information, so users can query historical data of similar cases as guidances for the case which is being processed; case monitoring function can achieve process monitoring of cases, users can know the real-time status of cases to be right certain of the case on the whole; qualification planning management function achieve the management of construction unit’s qualification; placename management completes the operations of audit and cancellation of the prepared project name and other operations.The use of the planning business information management system for Planning Bureau of Coastal Zone can simplify the operation process of business cases and shorten the processing time of cases, and improve the efficiency of planning work. The system achieves the secure storage of data, and the system can store historical data, which is of great significance to guide planning staff doing the planning work. The system establishes a standardized workflow for the Planning Bureau, putting responsibility for the staff, and the system plays a good supervisory role on the planners’ work.
