Along with the advance of computer network technology,the development of the society, the popularity of personal computer applications, great changes have taken place in people’s work and living environment, so subsequently work and living habits are very different. To an enterprise, if it wants to remain invincible in the fierce competition in the market, a high level of management system and method is necessary. Human resource is the important intangible resources of an enterprise, so the process of information management and human resources management informationization is paid more attention by enterprises in recent years.Human resources management system developed very quickly in China over the past twenty years. Also tend to improve the content of human resources management. Including recruitment, training, performance appraisal, salary system etc.. The wages management staff is the important business, is the problem which each enterprise’s human resources department thinking about everyday. At the same time, it is also very concerned about the staff. Therefore, establishing and perfecting the wage management system forms a key problem.In the past research, this problem has received wide attention. The process of informationization in many countries enterprise quickly, informationization level is very high, in America, almost all the enterprises with the staff salary management system more perfect. But in our country, the imbalance of development is still the main problem. China’s large enterprises and administrative institutions attach great importance to the informationization, the importance of human resource management of enterprises, the importance of wage system and wage daily management information. Or developed, or to entrust the third party to a lot of wage management software development. But it is still very immature.According to the method of system development, and the life cycle‐‐‐the system programming, system analysis, system design, and system implementation, the paper eventually establishes a wage management system for the use of small and medium enterprises. Before the system design and implementation, it firstly presented he choice of development tools. In many programming languages, this system uses Visual Basic6.0as the programming language of the system. Because the language is a object‐oriented interface programming language, which is friendly, and the operation is simple, compatible with the windows operating system commonly. In addition, it uses the Access database as the system database. Access is a Microsoft Office software in the computer, and enterprises generally installed it. Moreover, it has the advantages of simple operation, taking up fewer resources, fast running speed, suitable for small and medium enterprises’ hardware and talent level. Finally, the development method of this system use management information system "top‐down", that is first overall planning on the system, and then the step‐by‐step development.This system mainly consists of system planning, system analysis, system design and implementation of three steps. On the system planning stage, first has carried on the demand and feasibility analysis. Needs analysis is the most important work before the system development. Because only the full understanding of customer needs makes the customer satisfaction. Therefore, after full user demand analysis, module division and determine the function of each module of the system. Feasibility analysis on the implementation of this system of economic, social and technical feasibility for full understanding, after analysis, the realization of this system is feasible.On the stage of system analysis, this paper has carried on the analysis to the system of business processes, data flow etc. The system mainly consists of five modules: staff basic information management, staff information management, staff assessment evaluation information management, wage management module and the administrator maintenance module. For enterprises, the basic management of wage workers is the basic information management. Contains the basic information to add, modify, delete, and query functions. Staff assessment directly determines the changes in employee salaries. Includes regular attendance, abnormal attendance, and overtime work content. The addition of these contents, ensure the normal examination and management staff.Wage management module is the core module of the system. At the end of each month, need administrator or financial clerk, to account for the wages of workers, and to provide the query service. The query is to provide staff categories, according to different categories of inquiry activity. Enterprise is not only the attendance and overtime for staff assessment, also includes many contents. If the design of employee reward or punishment, need to record. This module provides this function, can record or delete staff rewards and punishment information. System administrator, general is the enterprise IT Department staff, is responsible for the management of the system users. Add, delete, modify user and provide the user’s password query and modify service.The system design stage is mainly for the overall design and detailed design of the system. The detailed design including database design and interface design etc. Finally completed the task of system development.The system interface is simple, easy operation, low cost, meet the needs of large enterprises, to help large enterprises to improve their management level.
